If the contest process is not concluded by the deadline, it appears the Florida legislature has reserved the power to appoint the electors themselves. This would mean our next President gets selected by the Florida legislature. Doesn't Congress have to certify each state's electors? I thought this is the case but please correct me if I'm wrong.
