I'm not sure I fully understand what you're driving at. But how about this for a compromise regarding the Florida vote:

1. Count all military ballots except those in which the evidence clearly indicates a person attempted to vote twice.

2. Hand count every county in Florida.

3. Accept as votes only those ballots in which one or more chad corners are torn. Unbroken dimples don't count.

Could you live with this?

I think the answer to your question as to why Gore did not request all applicable counties be counted "equitably" is that each county's election commission calls the shots, not the Bush campaign nor the Gore campaign.
