Like California (the more money than sense state), Texas, Arizona

Weak areas would be New England, upper Midwest/Rust Belt, probably Florida..

You'd also want a reasonable regulator environment - that might knock out California, except the Governor, Gray Davis, has centrist economic policies and probably will not to much (if anything)to hurt business.

Also slightly off topic, what about Uranium plays ?
Is the overhang of re-processed weapons material still
keeping prices down ?
