Is that a State Law? Do you have a reference? Are you saying there is NO flexibility here? There can be NO delegation of authority? Does state law mandate that the three members of the board take notes? Why can't someone else take the notes?

It would go a LOT faster if they were not scrutinizing dimples. It is rather easy to see if there is a punch or not.

Should state law provide time for a county to hand count and then hand count again with a different set of standards? and then again with a third set of standards?

State law does provide for slow counting counties. If they can't get the count done quickly then it doesn't count. Perhaps the county officials should consider the consequences of the ballot system they have implemented. They are personally responsible if the votes are not submitted on time.

Does state law mandate punch cards? Not all counties use punch cards. Shouldn't the counties be familiar with the law? Shouldn't they institute a system that allows them to comply with state law?
