Federal antitrust enforcers set a closed-door meeting Thursday on the proposed union. FTC officials demanded that Time Warner sign up an AOL rival before carrying AOL's service on its high-speed cable pipes. A new deal with Earthlink must win FTC blessing before a merger is approved.

Confidential terms of the contract give Earthlink high-speed service for less than phone firms are offering for competing service, industry executives say. That could push down Internet-access costs, helping consumers. But it may not be enough for FTC members, some of whom have other competition problems with the merger.
