Webster, You are right about the shipping, at least in California. It is illegal to transport spent fuel through the state so they store the spent rods on site. They can add more space if they get the permits. I believe they are stored in a Boron solution to absorb the nuetrons. with 30+ years of spent fuel stored at some sites I would hate to think about the consequences if that solution ever drained due to a leak in the storage facility. There is a reactor site (San Onofre) between San Diego and LA that could make Southern California uninhabitable if that happened.
