Texas law shouldn't usurp Florida law, but the standard used in Texas recounts could be used for the Florida recounts. It's very common for states to look to other states legal standards when they need clarification. I also think that it is Bush that is spinning the Texas law to his favor. It took a few days for Bush's crack legal team to come up with an rationalization for why the Texas dimpled ballot standard should not apply.
