It took the Republicans a while to get organized. According to reports I have read the Gore campaign had plans in place BEFORE the Nov. 7 election to challenge the results if they weren't favorable. I have never read anywhere that the Republicans had such plans. The Democrats apparently had teams on their way to Florida before the polls even closed. Jesse Jackson was up and protesting within a matter of hours, and from my experience in the civil rights movement in the 60s I know it takes a while to get a good demonstration organized. Took the Republicans well over a week to get their response in place, but they finally decided to fight Democratic demonstrations with demonstrations of their own. Levels the playing field at least a bit.

Whether it shows that the Republicans were simply unprepared, or whether it shows that they had more belief in the integrity of the electoral system and willingness to accept its results whatever they were, is debatable. I think what is not debatable is that if on the morning of November 8, Gore had led in the popular vote by 1,900 votes, there is no way in hell that the Democrat-controlled election boards in Broward, Palm Beach, and Miami-Dade would have even TRIED to change the result.

Nor that the Fla Supreme Court would have extended the certification deadline to give BUSH an opportunity to find more votes to overcome Gore's lead.
