Yes, it should. But they call it a "DEADLINE" to strike home that they really, truly, dearly, in all hopes, would like the parties to submit what is called for, if they reasonably and possibly can, but taking into account that somebody might be having a bad hair day, could be absent without excuse, might be on paid family leave, etc.
