It has to do with the stall tactics that shareholders have been getting from their brokers when trying to get shares registered in their names. It has taken (and is taking) an inordinately long time for some shareholders to take possession of their shares in trying to drive out the short position of one particular marketmaker.

I don't think it's the kind of stuff that will give you fodder for your position that the company is a scam, but if you want more details, I'll be glad to provide them via e-mail.
