Ken, please stick to the facts, not your imagination -

When they compared the re-count total to the original total, they realized they had come up 200 votes short.

Apparently, they forgot to run one packet of 200 ballots through the machine on the re-count.

Those 200 votes split roughly 125-75 in favor of Bush. Accordingly, the Election Commissioner (a Democrat) amended their total to reflect the original count as being the more accurate -- because it counted everybody's vote.
