Haitians can't vote in US elections. Only Americans. Perhaps you mean black Americans and Haitian Americans? I think the Voting Rights Act is going to be changed real soon. Not only will the voter be required to show ID, the voter will be required to show proof of citizenship. We aren't going to take their word anymore, and we aren't going to be PC anymore. No more Mr. Nice Guy. We're also going to make sure that all convicted felons remain disenfranchised without a pardon. Get over it. Or deal with it. The Culture War has begun, and this time, it's for keeps.
