He will gain modest points with me if he follows through and makes sure that military ballots are fairly processed throughout the country.

I expect the next Congress will make a lot of changes to voting standards, not just military absentee ballots. The new Prez will sign the bill. While Klinton might have tried to make such changes by executive fiat, it's unlikely that Bush will. Such things are in the realm of Congress, not the Prez.
