X, I really don't think you can generalize very much at the administration level. The Oval Office is just too remote. I've worked in four different agencies. They all have their own culture, which endures largely unchanged from administration to administration. The priorities of each administration, the temperament of the agency head, and how well the politicos learn to adapt to the alien environment that is the bureaucracy matter more than party or who is in the White House. I think the most difficult thing for new administrations is coming to the understanding that they can do very little of what they want to do. Some deal with that better than others.
