The incidence of no-vote ballots was much higher in Florida counties that used punch cards rather than other methods. These happen to coincide with urban, pro-Gore counties.

I saw one report of a Bush-leaning county that recounted their "fill-in-the-bubble" no-votes. But they didn't resort to the horrors of a hand recount. Instead they filled in new ballots newly marked with the voter's "proper intent" and left it to the trusty machine to then perform the recount properly using the new ballot.

Punch-card ballots have various failure modes, not all of which can be laid at the hand of the voter. These apparently include a ballot misaligned with the template, un-sharp tools for poking the hole, old and stiff plastic strips behind the card that resist the puncher instead of ensuring the chad is removed, and chad-buildup behind the ballot.

I have little doubt that if all counties had used the same equipment Gore would have been elected. I also have little doubt that Bush will be the next President. My court predictions are that the Supreme Court will back the Florida Supreme Court to the hilt, and that the Florida Supreme Court will reject further Gore challenges, leaving Bush to carry Florida.
