I think this one will be argued for a long time. Bush did not request a manual recount because he was winning, so why should he? Gore filed at the last minute for the 4 Democratic precincts in PB County. His phony gesture offering a chance for Bush to recount as well is ridiculous, because it was not Gore's to offer. He has no standing in Florida election law.

As far as Miami-Dade goes, it is my understanding that they counted first the heavily Democratic precincts. Those remaining to be counted were Republican districts, so the claim that Gore would have picked up enough votes to win is suspect.

As far as someone counting all the ballots for Miami-Dade under the FOI Act, go for it. But can that counter be impartial? Or would it be a Democrat? A Republican? An employee of the liberal New York Times? See where I am headed with this?
