BWAC, you are correct that "it depends" when it comes to unemployment. States that historically relied on low-skill manufacturing have been and will continue to suffer. Maine is one such example IMO...you go beyond Portland and decent paying jobs are indeed very difficult to come by. Add to that what I perceive as almost instinctive and self-harming distrust of outsiders especially Massachusetts (too bad...Southern NH benefits from Mass. economy, why not the "great state of Maine"?) and Maine continues to suffer from lack of capital.

So...those in Silicon Valley, Triangle Park, Route 128/495 etc. etc. will continue to prosper, while those with a poor education or those not willing to gain needed skills will stay behind.

I suppose the "proof in the pudding" validating this line of reasoning is not the "unemployment rate" (an average, yes?) but the Min and Max, as well as regional unemployment rates plotted on a graph.
