Actually, I think if it weren't for the WPB punch cards, it would have been something else -- the cards were nothing but an excuse. I suspect that in almost every state that 1% or so of all votes are messed up in one way or another, and another 5% are subject to manipulation by the vote counters. There's just too much opportunity for shennanigans when custody of the ballots change, they get stored, early voting is allowed in different precincts, different people check IDs and registrations, etc. And since the ballots, whether electronic or physical, aren't serially numbered, the opportunity for counterfeit ballots is always there. No matter what, the system will always rely on fallable and/or unscrupulous people. Mostly Demos, of course. <g>
