There is a well-known psychoactive paint color. It is a pink color which will temporarily calm combative people. The effect is short lived though - 5 to 10 minutes, if I remember. After a while it loses its effectiveness.

It was demonstrated at a clinical significance level and is not just a placebo effect where they told people in advance what the effect was to be. This was probably 15 years ago. They started painting holding cells in police stations this color. I've not heard much about it of late.

Spinning chairs may make one feel disoriented. If one is disoriented already, then further disorientation (of a physically manifest kind) surely would be a counter active and stabilizing force. One of the ying-yang things. We'd touched upon this before with the use of physical stresses (such as exercise) to ward off psychological ones.
