You're misunderstanding the issue. When it comes time to count the ballots, the senate will be 50-50, and Gore will still be VP, giving him the tie-breaker. Should Gore win, the senate will be 51-49 in favor of the republicans, with Lieberman as the potential tiebreaker (unless Lieberman steps down from the vice presidency to maintain the dems' edge).
