In my opinion,(arrived at after consultation with corporate counsel), what Clinton did in the White House could be construed to be sexual harassment. It wasn't the fact that it was consentual, but the fact that Clinton had Vernon Jordan running around trying to find a job for Monica,
As I understand it, this constitutes a hostile work environment in that ANY person who did not have sex with Clinton and was not afforded the same opportunities at job placement such as Monica, could have grounds to sue. Granted this is the federal government and not a corporation.
