Because Greenspan raised rates before the election daddy Bush lost to Clinton and he think it cost him the election.

I think you mean a tax cut for the rich don't you? Either way any tax cut could have the effect of forcing Greenspan to raise rates further so as to stave off inflation caused by too much money chasing too few products.
