SK Telecom to Start Joint Service in Dagestan Today

SK Telecom said yesterday it has signed a mobile telecommunication service contract
with Dagestan Cellular Network of Dagestan, with service to start Wednesday.

Under the deal, SK swapped its telecommunication equipment for a 49-percent stake
in DCN, allowing it to participate in the latter's management as its second-largest
shareholder.

SK's advance into Dagestan, a member of the Commonwealth of Independence States
(CIS), will serve as a base to make inroads into Russia and other members of the CIS.

SK expects to attract 100,000 cell phone subscribers in Dagestan by 2005, though less
than 1 percent of the population currently uses mobile phones.

Founded in 1996, DCN has offered analog signal cellular telephone service to its
customers through advanced mobile phone service (AMPS) equipment supplied by
Samsung Electronics Co.

Yet, with the production of AMPS equipment to be terminated, DCN isn't accepting new
subscribers.

Dagestan has numerous natural resources and a population of 2.5 million. With the
recent discovery of large oil deposits, it is expected to become the most developed
member of the CIS.
