The bottom line is that it is the ultimate responsibility of the FL Legislature to declare the 25 votes. They have been quietly preparing for weeks now to call a special session and vote on this.

The U.S. Supreme Court led by its conservative majority on the issue of federal versus state has taken a hands-off approach to states' rights. I dont think that the democrats continually changing the rules in the middle of the game is going to fly on the federal level.
