Statistially, as you've said, gore easily won Florida. Statistically, other analyses could also say that the election in Florida is a draw (if you flip a coin lots of times you never get 50:50 -- and 50.01 vs 49.99 is a draw).

Technically, however, due to the operational aspects of counting votes, and the archaic system used, George won florida.

Now things get real sticky. Black/Hispanic/Jewish votes somehow were tossed because they didn't have a punch or because of the butterfly. On the other hand, errors on "republican" ballets were secretly corrected by two guys in a smokey room (on the mis-written 5000 absecntee ballets). One has to wonder if they also bothered to correct the mis-written Gore votes. The latter issue is a serious problem, the former just a technical one. Indeed, if there was vote "fixing" or even "repairing" those guys should be in jail.

The short version is that it really won't much matter who gets it but Gore by far deserves florida.
