The guy on Fox was with US News and has written a book on politics. He is an expeert on county by county voting. The manual recount of those ballots that had been done before the board voted to suspend it was of the Democratic precincts. It showed a net gain for Gore of 157, I think. Based on the percentage of that gain for those precincts, he extrapolated the likely percentage gain for Bush in the Republican precincts. He then compared the percentages from the precincts recounted in other Florida counties. The percentages were the same throughout, or very similar. From all of this, he projected that Bush's final tally would be higher still.
