Nationwide, any request submitted timely and in accordance with state law would be provided due consideration. But this election all boiled down to Florida.

With regard to other states, Gore showed the first respect for not taking spreading the controversy into other states when he declined--of the closely contested states, the first deadline which came up--to recount New Hampshire. Bush, the following week, declined to recount in other states with their subsequent deadlines.

Regarding Florida, Gore's request for one hand recount in four popularous counties, which used error-prone voting machines, was both prudent and reasonable and allowable under Florida law. You see, the problem is that Gore never got his recount in those four specified counties. If the Bush forces had not impeded this process, we wouldn't be in this mess today.
