The link below shows an estimate of up to 2,000,000 uncounted ballots in the US. In addition to the reasons Peter posted, there is also the phenomenon that not every voter casts a vote for every office. Personally, I won't cast a vote if I don't know either of the candidates. For some lesser-known offices, like State University Trustee, this is usually the case. And sometimes I have too much disgust for both candidates to vote for either.

However, now that we have seen an heroic effort to decide who is punched on every card, I'm fearful of not casting a vote. I don't want to be counted in the camp of the most aggressive legal team. Perhaps there needs to be a "no-vote" place to mark on the ballot. New cause: non-voters are being deliberately disenfranchised!

Don't laugh. We clobbered Buchanan, and gave Nader a close race-:) "None of the above" has always been a popular choice.
