IMO the Fed changes its bias to neutral in December, does nothing in January, changes its bias to "lower rates" in February after most corporate earnings are out, and does nothing or lowers the rates in March. If it does nothing in March, it will lower the rates in April.

I don't think the Fed will have enough justification from economic data to lower the rates in January... February is the earliest... I hope I'm wrong though...
