The ballots were not fraudulent. The question is with the applications, and as it turns-out, the Democrats sent out applications to their supporters with the voter number already on them. The Republicans screwed-up, and did not do it before hand, and later corrected the error. The voters, at no time, where aware that their applications were questionable. Hence, they had every expectation that their ballots were completely legitimate.

If there is a crime, it was not committed by voters, and therefore the votes will count.
