People who did not receive their ballots would have inquired, and would have voted the way they did. If laws were broken, those perpetrating the crime ought to be locked-up.

However, that does not mean that the voters should be disenfranchised (since they voted in good faith, and had the expectation that their vote was cast appropriately).
