The county government would rather spend $$ on filling potholes than voting systems that are used once every year or two. In Santa Clara county that covers Silicon Valley, they use the punch card ballots because it only costs $45 K to rent the equipment for an election. Punch card systems are inaccurate but they are CHEAP -- and that wins. They recently considered touch screen computer units that cost $2000 but it would take $20 million to equip the county.
