I don't believe he has ever claimed that he was...

In fact, while not discussing specifics, he has NEVER tried to deny that he was a "bad boy"....

He just isn't talking about it... because that's in his past and no longer pertinent to his life....

And had Gore and Clinton taken that approach, rather than goading the press into digging further to the point where they both had to fess up... they would have been much better off.

People clearly don't care if someone made mistakes in their past. Just so long as they have learned from them or aren't going to repeat them while in office.
