Bush. He must be, since he says "I stand by all my misstatements," which is very stable of him.

People who think he's not mentally stable simply, to borrow a word of his, "misunderestimated" him.

And he is very forceful regarding the separation of church and state, surely a sign of stability: "When I put my hand on the Bible, I will swear to not to uphold the laws of the land."

But heck, stability isn't everything! Inspirational counsel from your leader is important, too: "Families is where ... wings take dream."

So is practical planning for our country's medical needs: "If I'm the president, we're going to have emergency-room care, we're going to have gag orders."

And isn't it stable to understand just who's talking about whom?: "When I'm talking about—when I'm talking about myself, and when he's talking about myself, all of us are talking about me."

Definitely Bush.
