Ray, approximately 6 million people voted in Florida. The possibility that they will be disenfranchised because Gore's contest procedure gummed up the works is unacceptable.

You are, no doubt, aware, that many intelligent and learned scholars believe that if the Florida situation isn't settled by December 18, Florida's electors simply would not count, and Gore would win by default. You may think that is a good outcome. I don't.

Neither does the Florida Legislature, and they are empowered by the United States Constitution to make sure it doesn't happen. It's part of the Great Compromise that persuaded the individual states to adopt the Constitution. No state will be disenfranchised.
