the documents are "applications" for ballots, NOT ballots.

There is a law in Florida against altering an application w/o knowledge and permission of the applicant.

If the faulty applications sent in by Republicans had not been altered by Republican pary officials, those absentee ballots would not have been sent out and Bush's vote count would have been reduced by a few thousand votes.

Republican party officials should not have been allowed to "fix" mistakes to ensure those Republicans got absentee ballots.

To paraphrase some Repubs, "If you're too stupid to fill out the application correctly, you don't get a ballot."
