That is as lame as you think it is lame on my part. In FL, you request county by county... crazy but that is how it's done.

If one is going to request recounts then one thinks votes can be gained...the positive (If A then B)

The contrapositive (If Not B then Not A) to the above is this:

If one does not think votes can be gained then one is not going to request a recount.

But even when GORE offered the "whole state" option, Bush turned it down because 1. he felt there were few votes for him to get and 2. more importantly, he wanted to continue to use the excuse that "not all counties were counted".

Now, it really is that way, you know it's that way,and Bush's people know it's thay way. You and they will never admit it because to do so would be to open up the whole state to recount, which is the one thing Bush doesn't want.
