Most of the states "throw out" votes would not have mattered a bit since the margin of victory exceeded the potential for those to have mattered. In places like WI, NM, IA and OR, Bush had more than ample opportunity to recount. He knew that he would have had to win WI,IA and OR to win without winning FL. The other close state was NH and Bush already won that.
