It's a stupid analogy. Presenting a product at a cash register unambiguously signals your intention. If there is a question you are standing right there and the clerk can ask you.

Leaving a hole unpunched in the Presidential election might mean, you were confused and didn't know what to do (and gave up), or that you chose not to vote for any of the candidates. In either case, the voter is long gone and there is no way connect the card with the voter so you can ask them.
