A fair recount would include the entire state, not just the heavy democratic counties ..

If you are able to salvage 5% of the votes by way of the manual recount then the process should be applied to the entire state. That should produce precicly the same percentage results for the state as the first electronic count.

When you manage to salvage 5% of 10,000 ballots in an area that had (for example) a 60/40 split in that county then you would gain .. 10k*.05 or 500 votes .. with a 60/40 ratio that would result in 300 and 200 votes respectivly .. or a gain for Gore of 100 new votes.

All that would have to be done is to find enough areas to recount that were weighted toward Gore and .. bingo ..

It is not a fair process .. it does not properly reflect the vote of the entire state. To be fair you would want to also manually recount the votes from counties that were heavly in favor of Bush also.

The point is that, after two weeks of Gore trying to milk as many votes in his favor as he can, he still didn't get enough votes.

As for Bush asking for a recount of all of the ballots, I would guess that they are betting that there would not be enough time to do that before 12/18 .. The current certification would then still be in effect.
