Nope! It was the folks who finished voting on the butterfly ballot and subsequently realized what they did: vote for Buchanon instead. It was citizen angst which promulgated the initial law suits. During the 72-hour aftermath period all Gore did was request a hand recount, as was his right, in four counties that used error-prone voting machines (see sworn statements of Votomatic voting machine investor William Rouverol).
I don't think Gore is afraid of losing. He was prepared to honorably concede on election night when Florida was reversed and projected for Bush. Indeed, it seems he's honorably willing to concede if it can be proven that Bush got more votes than him. Right now, Bush is hiding from the potential of hand counting, and inhibiting and downright impeding Gore's attempt to get the full hand recount which he deserves.
