Wait a minute. In this case DEC and Cyrix are inovators and Intel is a technology loser that is accused of stealing intelectual property.
Speaking of strong arm tactics, you have it backwards as well.

Again, if you look back, it is Intel who has employed litigation
as one of their main tools to face competition.

In fact, Intel has achieved the dominant position in CPU market mainly though good management, litigation and strong arm tactics. Strength (or weakness) of R&D has been a secondary factor.
