AT&T is doing what?

Many of us including myself have long said that ATT will need to change its network to be competitive. Well, based on today's infrastructure contracts announcements AWE will indeed make the change. Unfortunately, they are changing to a GSM network before going to WCDMA. I realize that they need to change the network side to GSM-MAP or whatever is required for WCDMA, but why would they change the TDMA RF infrastructure to GSM?
