Tim, I listened last night on MSNBC (I believe - have to verify) a statistician working with a National Election Review Board (also not certain of this name - need to verify). He stated that nationally, there is traditionally 4.8% - 6.0% of ballots that are note able to be tallied as votes. This is due to a number of possible situations including undervote, overvote, damaged or mutilated ballot. He was not able to provide detailed breakdowns of the situations above, since most states only report in bulk.
