I hate to admit it -- my God, do I hate to admit it, because it will only encourage her -- but in this (rare) case Ellen is actually reading a statute correctly. There are four conditions, joined by an "or." In statutory construction, that means that if any one of the conditions is met, the ballot can be counted. It does not have to have two corners detached.
