Because of delays it is only practical to count the ballots that are in question. Recounting ballots that nobody disputes is time consuming, none the less I have no problem with the idea. It should not be a source of delay though, so the common sense thing is to count the ballots that are in question to find out if it is even necessary to count the whole pile. If Gore can't find 500 votes in the disputed pile there's no use looking in the undisputed pile for them.

James Baker has a way of clouding the issue with words that speak of fairness, but are only designed to delay and delay until there is no time to count correctly and carefully. An honest count is the last thing Baker wants.
