Welfare law reform during the Clinton era has begun to address the problem you cited.

The larger problem is (1) providing hope to America's traditionally disenfranchised; (2) bringing decent jobs to America's inner cities; (3) raising the bar at our inner-city elementary and high schools.

There also is another problem, an economic one: Selling drugs pays a lot better than working at Burger King. And who is creating the demand for these drugs? People of all walks of life ... white, black, urban, suburban, rich, poor.
