Inner City problems can be solved very fast. Give tax cuts to employers and employees alike. Reduce interest rates which are an unfair tax on employers for hiring employees. Give people jobs that pay well enough to be proud of, and America wins.

You have to start with the heart. These folks have had so much despair and hopelessness by those who claim they are helping. This must be removed. After that, you don't need no stinking tax cut, break, hand up or hand out. The evidence is in, that way does not work without first working on the hopelessness and despair.
