Volusia County also. I have heard that each party is only allowed to ask for the manual recount in four counties under Florida law, so Gore could not have gotten a recount in the whole state.

I do think that Gore went too far in trying to force Miami-Dade County to restart the manual count, as the law apparently leaves that discretion solely to the canvassing board. They should not be trying to force the counties to change their standards for manual counting either, as that amounts to changing the rules after the election. But I do not fault them for asking for the manual recounts in the first place, because the law gives them the right to make that request.
