Is God "Good" by definition?

In other words, can the concepts of Good and Evil exist independently from God. Or, is the idea of God committing an evil act incoherent... like thinking of a square circle?
If God did do something [that we consider to be] evil, would that automatically make it "good"?

Or, could it be the reverse... do we use what we already consider to be "good" to define what God is?

Just curious...
